A Cosmetic Product Safety Report (CPSR) is a document required for the legal sale of cosmetic products in the European Union. According to Regulation (EC) No 1223/2009, every producer, distributor or importer must provide a safety assessment confirming that the product is safe for consumer health.

What is a Cosmetic Product Safety Report (CPSR)?

It is a mandatory document required by EU law. It must be approved by a Safety Assessor, who is an expert in toxicology and risk assessment with the appropriate training and qualifications.

The report consists of two parts.

  • Part A contains product information, including the full INCI list, raw material data, safety data sheets (SDS), stability and microbiology test results, and toxicology literature.
  • Part B is the Safety Assessment and includes a toxicological analysis and the expert’s final opinion on whether the cosmetic product meets the required safety standards.

The report assures consumers that the product has been tested and is legal, and assures producers that they are operating within the regulations set out in Regulation 1223/2009/EC.

Stages of preparing a safety report

Data collection

At this stage, all the information necessary for the cosmetic product’s safety report is collected:

  • a full list of ingredients and their concentrations;
  • quality specifications of the raw materials and safety data sheets (SDS/MSDS);
  • stability and microbiological purity studies;
  • toxicological data on individual substances;
  • available scientific literature.

Without this information, it is impossible to conduct a reliable safety assessment of the cosmetic product.

Documentation analysis

The collected data is analyzed in detail by the legislative team and Safety Assessor:

  • the composition is checked for compliance with Regulation 1223/2009/EC,
  • a toxicological assessment and health risk analysis for users is carried out,
  • stability and microbiology test results are verified,
  • labels, marketing claims, and required warnings are analyzed.

At this stage, any non-compliance that could prevent the cosmetic from being placed on the market is detected.

Preparation of a cosmetic safety report

The analysis results in the preparation of a cosmetic safety report, which includes the following:

  • Part A – complete information about the product, its composition, and testing,
  • Part B – a final safety assessment signed by the Safety Assessor.

This report provides basic proof that the cosmetic product meets legal requirements and can be used safely by consumers.

Registration with the CPNP

The final stage is to register the cosmetic product with the European CPNP (Cosmetic Products Notification Portal). Without this, the product cannot be placed on the EU market. The cosmetic product safety report is the basis for this procedure.
